A Flashfire booster pack holds 10 cards. In Flashfire, a Rare Ultra turns up in about 1 in 33 packs (about 1.1 in 36 packs), and one specific Rare Ultra is about 1 in 267 packs; a Rare Secret turns up in about 1 in 67 packs (about 0.5 in 36 packs), and one specific Rare Secret is about 1 in 200 packs.
These are estimates for a typical XY era pack, from community-tracked openings. Treat them as approximate: The Pokémon Company does not publish pull rates.

Is opening Flashfire packs worth it?
At today’s prices the cards in an average Flashfire pack are worth about $21.36 (€18.96), and a sealed pack costs about $159.79 (TCGplayer market). Sealed packs of a set this old sell as collectibles, so what the cards inside are worth says little about opening one. Every card counts at its market price here, including bulk that is hard to sell, so what you would really get is lower.
